Paulsboro officials signed an agreement yesterday with the South Jersey Port Corp. to build a cargo port on a 190-acre site.
The port will replace the former BP refinery, a sprawling complex across the Delaware River from Philadelphia International Airport.
Public officials have hailed the port project as a chance for economic rebirth in Paulsboro, a struggling refinery town.
The project is expected to create more than 2,000 jobs, said Jay Jones, a port spokesman.
